Portland was first opened in 1848 as an adult prison. In 1921 it converted into a Borstal and in 1988 became a Young Offenders Institution. The prison accommodates young offenders aged 18 – 21.

Young offenders are offered a wide variety of subjects from basic skills levels to GCSE and A Level. The programme includes IT, Business Studies, Social and Life Skills and key skills. Attendance can be full-time, part-time or through evening classes. Basic and key skills support is also offered in the vocational workshops and the Care and Control Unit.

Portland also provides education classes to the Therapeutic Drugs Unit and a Resettlement Workshop attended by all young offenders in their final weeks of stay.
